yup, they implement the same marketing way of mobile phone as on US, or maybe further than that. but unlike US, cell networks in Japan is far more superior thus leaving very small portion of service dissatisfaction. thus they don't really have any issue on being tied to any network. what counts is network usability (and of course more value for money). so i also doubt that japanese will buy unlocked phone that costs lot more higher than the locked ones.
