TMnut does the same all the time overselling their lines.Almost every month you hear them pushing with promotions to encourage the take up rates but capacity still remains.Instead of investing or ensuring that bandwidth is enough they rather opt for throttling solutions.When the user experience drops, more users will discontinue the service, then other user will be able to enjoy faster speed.
