does it true ?

Yes you need to give the real credit card number,they will verify it by sending a mock transaction payment to your credit card which will then be credited back to you to make sure that the credit card is valid

it's actually free. the usd1 will be rebated in your next purchase. i guess paypal just wanna verify the CC.
