Wanna bypass the proxy in your uni? You'll need privilege access to your uni's gateway config to allow:
1) a specific PC's IP to open port 26000 for EVE; or
2) unrestricted access for WiFi connections if you happen to be using a notebook; AND
3) sysadmin access to router/gateway/proxy logs to prevent your actions from being logged.

Your immediate problem would be 1) & 2), but the biggest problem is 3) since it's direct evidence to get you expelled for misusing uni resources.

And unless you're very good friends with the IT dept, or you're one of them, none of the above are your options. Otherwise, you wouldn't be here asking for help, no? 

Get a 3G access to internet or something... connect thru there.
