Guys, i need some help about BitComet.

Currently I'm using Window XP Home Edition SP3, Bitcomet 1.02 and Tmnet Streamyx 1mbps package.
How do I turn the listen port become green which shown in the picture below?
I remembered last time I did it and the download speed is extremely fast (70~100kb/s) as i can receive from local and remote.
I'm now receive all Local only and the speed is around 30~39kb/s , sometime will reach 50kb/s but just a while only
