Since you're only on Celcom RM48 and your max speed won't exceed 700kbps for download, choosing a 3.6 unit would be cost effective for you. But then again it depends on your preference as you can also get a faster one so that you don't need to upgrade in the near future.

Only difference is

Optus unit is imported from China (no original packaging and etc) ~ 3 months warranty
"3" unit is imported from England (with original packaging and etc) ~ 1 year warranty

Both is made in China though.
