you cannot separate the hot and the cold side.

i've broken one piece to have a look inside, it's kinda semiconductor material inside.

and there is not possible to create absorb heat without releasing heat

not really....inside it looks like SMD diodes, square tiny silver thingie.....arranged separated with each other.
the white case is ceramic.

once the current passes through it, one side will absorb heat and one side will release heat.
