I believe that in most pets, there is no difference in keeping a male or a female if the owner is good enough and understands how to handle them the right way

There is quite a few thing you need to prepared if getting a cat for the first time, but basics are a proper cage(for initial caging only), a good litter sand and litter tray and ofcourse the food.
Keeping a cat in just a room can be quite hard especially if the room is small... It's good if the cat can run about sometimes... Doesn't have to be outside, but mebbe in the house instead of just 1 room.
Yes, a clean place is also important.
Other things to consider is like the vaccination, neutering, preparation to go to hospital/vet when necessary and so on.
