actually this is quite normal. because the charger doesnt charge if your laptop battery is around 96-99%.
Once it drops to 95%, it will start the slow charging process.

When you put your laptop to sleep. it drains power. continual charging the batter even at 99% all the time wouldnt be nice. so there is something set that will trigger the charging process when the battery goes down to 95%.
