STARTING PAYPAL ACCOUNT AND THE BEST DEBIT CARD, Im planning my own paypal account.Help

i have saving account here, in MBB, and they gave me ATM card, the new one with visa electron logo on the back. i did try to key in those number to paypal, but it didnt work/recognise.
really dont know whats wrong. or should i apply new account?
PB is good, isnt it? how's the requirement to apply the account?
in here, debit card is the same as ATM card rite?
please explain more.. thx..
