I'm using dual core 2.2 ghz.
My average temperature for CPU would be 36 - 45 celcius and mobo would be 40-45 celcius. Is that normal?

I think it's normal bro...mine idle at 46C...your EIST and C1E turned on?

Well, i read the instruction on the CPU book, it says, the CPU should have a temperature of not more than 37 celcius to run with optimal performance..

did you use any thermal solutions? like thermal compound..please scrap off the ones that came with the CPU fan
