You should check with the bank teller as to the reason; sometimes it's because the bank wants to make sure u two are related (and bf/gf is probably not counted as relations) and using address as a 'check'. However, it may not be 100% accurate; I may or may not live in the same household as my folks

PS: My mom & aunt opened a joint account to keep some $ for my grandma and didn't have any problems with the different address problems. I believe the account was also opened at PB.

It seems a bit doh to me. Y don't u check with another teller and if need, speak to the Bank Manager or something. I don't see Y i should be paying RM2 for every transaction used; perhaps there's just many different accounts and this particular one she's recommending is not the most appropriate one.

You should be able to get the information on their website; and if really there's a transaction charge of RM2 due to different braches, might as well go open it at the other branch office instead.
