built in mobile broadband for laptop?, for Dell Latitude D420

Hey guys! I was changing the battery of my Dell Latitude D420 and i noticed a SIM card slot. I checked the wireless settings under Dell's Quickset program and when my wireless hardware switch is on, I have the option for enabling or disabling the WiFi and Bluetooth but I can't change anything under the Mobile Broadband part. I have tried to insert the Maxis Broadband SIM card that came with my wireless broadband modem but that doesn't unlock the wireless broadband options either. Is there any way to use my laptop with the wireless broadband SIM card or is the Malaysian version of the Dell Latitude D420 locked to disable it because I called Dell themselves and they said it's only operational for the US version.
