I taught can just create using those layer.
Just play with the layer and also arrangement.

My noob way.
Get a pic then create the background layer. Put the pic on top. Then u done with one pic photo frame.
Create more then play with your arrangement like what he did. Add in light drop shadow or glow effect for the pic frame.

Maybe bro shinchan got some easy way for u.
