You might wanna try search for a 2nd hand 3870. For around RM320-350, you should be able to get a decent overclocked version.
If you insist on 3850, contact uncle jack from Precess...he should be able to hook u up with some Gainward ones at a good price.

Can find Gainward from BJ at around that price also...
Btw, i feel 3870 is a better buy now...

One more thing, overclockability is very subjective. I've seen an E82 which could do 4.0Ghz even when undervolted...
But frankly for RM350, it's not the best bargain i'd say. But if thats the only which fits your budget, then it might be a good upgrade from your last rig.

Not a bad setup there. And the price is pretty reasonable too.
For the rams, actually most rams will do.
Value rams are as cheap as RM100 per 2gb nowadays.
Even the halfcut KVRs 2gb also going for RM105 only.

If you feel 2gb is enough, i've seen a lot of value rams going at RM80 for 2x1gb in garage.
Or you might want to get those Tracers Shawty is selling. Pretty good price also.

Btw, the E5200 will do 4Ghz easily...
