they will still charge 3% pa on outstanding loan. so the longer he hold the loan, the more he lose. unless he is currently keeping his money in some sort of investment giving more than 3% return.

That mean you owed PTPTN around RM 48000. 3% pa interest of 4800=RM1440. Divided by 12 months, one month would be RM 120.
Even you pay every month, they will still charge you 3%.
