On some machines I would say YES.

I've used to run Counter-Strike competition/tournament.

There's one thing I usually do on Server PC, I on Windows Media Player. It will lower the latency of all clients.
Normally when on server without WMP, clients latency is around 13-15, after on WMP it drop to 3-5.

Newer PC I think doesn't face this problem, During World Gamemaster Tournament WMP is not needed, Latency is already low as 3-5. Last weekend CS tournament at DNA Internet Centre which use AMD, I need to on WMP to bring down the clients latency.

Theory behind this? I'm just too lazy to find out.
