what sware can be used to test system stability on dual core X2 system. i used sp2004 previously on my winchester.. is it still relevant if i use sp2004 for dual core cpu?

it seems like my system love to ignore my bios setting. succeed running 267*10.5 using x2 4000+ & biostar tforce 550. but each time i restart, the system will go back to stock - 200*10.5 . i checked in bios, it still 267*10.5 but every other sware in windows detect 200*10.5..cpu-z, systm properties, everest etc2. benchmark shows it really on stock.
any idea whats happening? clear cmos few times..still it will go back to stock after restart. the oc only happened on the 1st boot. the only ways i can oc back is 1) using "normal" option in the bios which will reset all the setting to stock, boot into windows, restart and then re-oc 2) clear cmos & re-oc any of u guys face this kinda situation before?
