Malaysian customs (or govt officials if that matters) really suck. I guess just becoz he's from Singapore (and maybe the amount of tax is not that much after currency conversion) they're charging him the tax. Stupid.

I would like to know right, if they say there "Usually ships between 5-15 days" but then if you order by FEDEX which says 1-4 days.. which one will it actually follow?
