The Basic.

Have you check that the DVI port in your monitor are really working? You can check it with other Mac or PC first.

Have you check that the DVI port in your Mac mini are really working?

Have you check that the DVI cable is working? Try it on other machines.

Well, are you sure that the cable is in good condition? Bended or bending (more than 90 degree) will make the signal weak.

If it is not, I think it might be the monitor cannot accept the hertz? The video interlace got problem? Okay, I am not sure. This is just my guess.
