Call me noob or what.
Do you apply Tcpackfrequency to the folder containing 192.168.1.100?
Is that what you call "machine IP"?

Yes.
Now i suspect its the soundcard which messes up latency. I dunno how a soundcard affects a connection. But it seems like everyone who using Realtek AC97 had issues with latency. (as reported in the technical forums) Tried the -nosound command and still the same. My youtube and other downloading stuff is perfectly smooth. Just wow.
