I was meaning to bring this up...

Well, I have a friend who's really passionate in cooking.
I was wondering if going to an IPTA is okay for him instead of going private, hopefully he won't make a real bad choice.
So is there any huge difference in courses like culinary arts in IPTAs and IPTSs?
