I dunno whether I understand ur question correctly, but are you asking if the loan/scholarship things are students' responsibility, y they tell u segala urusan untuk memperolehi pinjaman/tajaan adalah di bawah tanggungjawab anda(student)? U r asking and answering the question @ the same time to me. They of coz wont held responsibity for any loan / scholarship application, its not their matters and they are not going to be that kind or stupid to be helpful. Unless, unless, u find them saying that u failed and dun have any other alternatives of paying the fee, then, they will help.......
I read the earlier post and now i got u. First of all, how's ur result? u r entering uniten via stpm o spm? and when is ur registration date? The early conclusion that i can make here is, they are not taking responsibilty for ur loan or scholarship application due to maybe the following few reasons:
1. Ur result might be lower than the requirement.
2. Ur registration date might be later than normal and by that time loan / scholarship application ady expired.
3. They jz put it for fun, and avoid responsibility and i think even for
normal entry student also have this.

That bolded sentence is NOT included in the first letter i received (where i was offered something else by them through normal entry).
But was included in the second letter i received after i appealed.
So I am presume that normal entry student doesn't have that sentence. And so far none here has proven otherwise.
