i think your fren may have got it wrong, i was in the class when chow chee yen said tat.  the student was asking a lot of practical questions not related to the topic and exam and was holding up the class.  if he cant finish syllabus, students will curse him again. in order to make sure he stop asking, chow chee yen jokingly said that he will charge him for questions asked. 

I was with chow chee yen for two sittings in McO for 3.2 (P6) (i failed the 1st time.....embrassed), he is usually quite helpful with students and reply to my emails b4 exams.  the problem with him is he is too busy with his work and classes.  Not tat bad lah. I am not pro Chow chee yen, jus wan to be fair on him la....at least he help me pass 3.2.
