May i know when is the best time to check engine oil ??

I just change my engine oil last month. This morning wake up , i didnt start my engine but i open my bonet instead. Then i check the oil stick, and surprisely the oil level is at 'MIN' almost finish .

Then i started my engine for 2 min n let it off. I check again, i see the oil stick no oil at all !!!


After that i start engine and while engine running, i check again then the oil stick is at "MAX"


Which is the correct measurement ? Btw my engine dun have much leaking ... i always check beneath my car after i move from parking
