true about the polarizer part

ND filter just cut down the amount of light that goes through your lens. It wont produce more rich colors, in fact the polarizer does that while the ND dont. The thing with ND filter is it only extends your exposure time. With a good ND filter you can even do a 30 min exposure during broad day light.
ND Graduated filter is something different. It helps even out exposure for a scene, like for instance where u're having problem trying to get the right exposure:
exposed for sky: foreground too dark
exposed for ground: sky washed out.
A example if u put an ND grad for a somewhat tricky scene:

http://www.flickr.com/photos/nicholas-chan/er... for the 1st pic i believe u didnt went through the tone mapping process. Its a must if u wan to get stunning HDR pictures. Unless you want to leave it as natural as it seemed. U need a program called Photomatix if u wanna do tone mapping.
for the last pic, its because the lights from the sky and the street lights fooled your sensor into under exposing your scene. Sometimes its better to take a few shots with different exposures to get the desired results. An easy way to do it is to use the bracketing method provided by the rebel. 1 over, 1 under, 1 0. Most likely the under and over 1 will work fine, but it all depends on the scene.
for me the 2nd pic is the one that i'd go for if you ask me to chose between the two.
