CC Authentication Problem

Hi guys,
Sorry if this thread is unnecessary but i don't know where to put this. I seem to have problems buying MS points and even adding a new CC account.
I already have a CC registered under my SG account and I already managed to subscribe to Gold in fact. Then, just now I tried adding the same CC number for my US account (obviously with a diff billing postcode) but then it said that it could not authenticate.
When i signed into my SG account and tried to purchase MS points from there, it still has the authentication problem and could not be purchased, but this is with my CC number that was already used before with Gold and no problems.
So, is this a region blocking thingy...or did my attempt at adding the same CC number with different billing postcode blocked my CC number for future purchases, or is the system down at the moment?
