The design of PBTE is to use the ciggy socket to have maximum results. You can fully charge your hp and gps, and when really urgent, then you can unplug PBTE and plug in the charger to charge them for awhile.

PBTE can be plug in and out when the car is running, no problem.

Yes, it works great in old carb engine. Even my old 28yrs old toyota still using it and without it really big different. 5 point grounding best install if old car as the original wire might oxidize already so changing it is advisable.
