i think the driver is meant for newer series e.g 2600xt to resolve some performance issues..including the HD38 series..

i use 2600xt DDR4 and catalyst 7.10..and currently playing BioShock..version of ur catalyst? try installing the new version of Catalyst (7.11)..i've read that they have fix some issues regarding BioShock..
