For SAP implementation functional activities that require face time, such as functional (mm, sd, fico, hr, etc), the consultants are safe like you said, since it is not cost effective to fly in foreign functionals. However for technical roles such as portal, basis, workflow, abap, conversion which do not require client facing the jobs can be outsourced and are happening even now. There were many project bids being sold to clients at low cost which is possible using hubs in India.

Just because your friend has trouble finding cheap SAP foreign professionals does not mean it reflects the market.
