Telegraphic Transfer is safest. Also you can use a foreign currency account I think. Not sure how foreign currency accounts work (ask a bank, most banks will have foreign currency accounts) but I hear people use them to send money overseas cheaply.

What is the transaction limit for foreign fund transfers via Maybank2u.com?
The minimum and maximum transaction limit (per day) is:
Minimum Maximum
Credit to account RM250 RM10,000
Cash RM250 RM1,000

Btw,what is the mean credit to account? biggrin.gif Is that mean "credit card to 3rd party account" ? biggrin.gif

1st ur recipient must have paypal account and local bank account so they can withdraw else its practically no way to withdraw unless he/she use the paypal to buy stuffs via online.

2nd i dont have paypal but u can search at garage sale alot ppl selling, find the lowest rate i manage to find is 1:3.18

3rd hmm the amount is too big so u'll have to get from few ppl.

Maybe.. but the question was, which is the safest ? and I think we can agree that the banks are the safest.
