if u have nero, then u can use nero wave editor

open mp3 file
select all (ctrl+a)
go to Volume>Volume Change . Increase the value using the slider

for changing bitrate, dbpoweramp is a good tool, but increasing bitrate of an mp3 will not make it sound any better. To have higher bitrate with better quality u should rip from original cd.
