Wii is a region locked console. So getting a Japanese console, would only allow you to play Japanese titles.

Accessories? The Wii console comes packed with 1 Wiimote, and 1 Nunchuck. All you need for 1 player. Buy more if you got friends/family who wants to play.

The "Classic Controller", as shown as above picture, is an optional peripheral. It is mainly used to play Virtual Console games. But in future games, but not all, might have the option to use the "Classic Controller", altho the majority now doesn't require one.

Games? I think you should be getting Mario Galaxy. Should last you for abit.

Yes, M'sian Wii using NTSC. Buying from the US and/from here would be the same(in terms of specifications). Just price difference(US cheaper methinks).
