I OK with normal speed, if law is 110km/h, give and take plus minus 20%.

If law is city roads speed is 70km/h then merging between 50km/h to 90km/h is perfectly acceptable.

What I typed above is my own general thinking and please do your own. There is another thread today Grab Bezza merging at "slow" left lane then crashed into Scania.
