It should be the other way around. Malaysian cannot speak omputih still can accept. Cannot speak BM and he's a sabahan? Those type C in Sabah speak BM like native. Bah here, bah there.

Malaysiakini juga menemui video dia bercakap tentang manifestonya untuk Karamunting dalam bahasa Melayu.

Chinese (36.0%)
Non-Muslim Bumiputera (12.0%)
Other ethnicities (0.00%)


Karamunting is bumiputera majority area. need to speak malay / english language with bumi (64%)

so looks like he can speak, but cannot read BM well. See the way he read then trying to pronounce those words seems so unnatural, like "semakin" pronounced as "SEMANGKIN"

I don't think we should laugh at people for being nervous. Tak baik tau. I remember I also used to have problems with public speaking.

Admittedly this is a big problem for an elected assemblyman. He may want to practice more or maybe join some courses.

edit: I am not sure. Is he nervous or something? Looks like it?
