If i have 2 cars, 1 is at NCD 55%, value 6.5K, premium due on Feb (3rd party), another with NCD 25% value at 26k, premium due on May (1st party), can i switch both car's NCD to save some money for 2feidei? How to do it?

It's called NCD Withdrawal, you'll need to top up some money for this.
Then you credit the NCD into the more expensive insurance.
