(Seremban, December 13) – Transport Minister Anthony Loke emphasized that the UEC (Unified Examination Certificate) aligns with the national constitution. DAP will continue to push for UEC recognition within the cabinet and the Supreme Council of the Unity Government, aiming to ensure other component parties of the Unity Government understand the true definition of UEC recognition.
He pointed out that he understood the different interpretations of Prime Minister Anwar's statements regarding the UEC's position yesterday, as reported in the media and online. Some of these interpretations, he noted, could even lead to serious misunderstandings, including headlines suggesting opposition to the UEC.
"Based on our understanding and discussions with the Prime Minister, such reports are incorrect. The Prime Minister's stance and the cabinet have reached a preliminary consensus that the handling of the UEC issue must prioritize strengthening national language proficiency," he stated.
Loke, who is also the Negeri Sembilan DAP Chairman, made these remarks at a press conference this morning at the Seremban Public Market, where Negeri Sembilan DAP was distributing calendars.
He explained that he had previously stated that Anwar promised to announce a new language policy in the short term, detailing how to strengthen proficiency in Bahasa Malaysia, English, Chinese, and Tamil, thereby launching a new policy based on multilingual proficiency.
"Firstly, the UEC does not violate the Federal Constitution. If the UEC did not comply with the Federal Constitution, independent Chinese high schools (Dong Zong schools) would not have been able to exist for the past several decades. In fact, these schools have existed in Malaysia for decades, and their students receive diplomas through the UEC, which demonstrates that the UEC does not violate the constitution."
"Secondly, UEC candidates and independent Chinese high school students also learn Bahasa Malaysia. What needs to be discussed now is how to strengthen their proficiency in Bahasa Malaysia. Therefore, some conditions suggest that if the UEC is to be recognized, it must also be accompanied by a pass in the Bahasa Malaysia subject of the Sijil Pelajaran Malaysia (SPM) examination. Essentially, Dong Zong (United Chinese School Committees' Association) also agrees to this condition, as many independent Chinese high school students now concurrently sit for the SPM."
He stated that much of the current public debate involves many people, including those from other ethnic groups, who do not understand the definition of "recognizing the UEC." Recognizing the UEC, he clarified, does not mean converting independent Chinese high schools into government schools. Instead, it means that the UEC diploma would be accepted as an entry qualification for national universities, treated on par with other international qualifications such as A-Levels and diplomas from other countries, all of which are eligible to apply to our national universities.
"I believe that the handling of the UEC issue must be clearly discussed within the cabinet to establish a clear direction and reach a final decision. If this issue continues to be hyped up in the media or online, it will not solve the problem at all."
He said that DAP would continue to advocate for UEC recognition within the cabinet and the Supreme Council of the Unity Government, to ensure other political parties understand the true definition of UEC recognition. This issue, he stressed, must have a solution in the short term.
