This was the the rumour since long ago. Mid 2000s also I heard. But during a bfm interview with ptptn officer the officer point blank said bulk of scholarships for first class still given to ipta.

But from then to now the list of qualified ipts has gone up significantly la

loan shud not be waived whether public or private
shud be convert to mara and jpa scholarship then bond to gov service.. avoid brain drain.
