This recent cases happening here looks to be the exact case. And I might be assuming here, most of those who are killed on the streets are Indians, I can bet, within each of this organisation, one or more faction head would be another race. Could be the Triads?

What I'm getting at, the ones being killed on the streets are just the soldiers or even the Capos (Head of the street soldiers).
