That's what imperialism is. Happened lots of time in the history already. When Rome was strong you thought they were not doing arbitrary seizure as long as it further their agenda? As long as it can have strong backing from many strong powerful nations, no one can do much about it. The mighty always have the upper hand. Though the mighty may eventually grow weak and get replaced. No empire has last forever, just a matter of how long only.
