It's called red tape and bureaucracy.

Make it as hard possible for the public to report a problem to reduce the number of reports. If there is no report means there is no problem, all Malaysia government department practice this approach.

And when i report, it takes 3 months for an update, sometimes if i'm lucky it get's resolved. Most of the time taichi ask u report to other department
