20 years ago, pantai jerejak, Queesbay mall area, the whole Lim chong eu expressway up to jelutong, including karpal singh drive were all reclaimed land. People also say wasting money, now you see that place all so busy.

They never learn from the failure. From Dubai, Forest city, and Malacca gateway. All failed.

After watching to the end of the video, I guess Andaman is better planned than Forest City (planned for 16,000 residents vs 700,000 residents) but they are still luxury apartments catered to rich expats who may or may not materialize.
