For those underpaid, u give them back what they shud get is ok, good. But if u take development fund to shift to pay salary and no money for development, then is a stupid move. You have to push printing machine for development fund. If not there will be no effect, but negative effect because those extra salary will be just makan berak bayar hutang personal spending.
