From GRCs (which is effectively a quota system to help non chinese get representation in the ballot box) to racial quotas in HDB, the gomen there uses its power to mitigate and contain the tendencies of people to vote based on identity. Even the last two non chinese Presidents, was a result of PAP actively choosing to nominate a non chinese face.
