speaking only for myself:

if one of my tyres became like that, I'd change that tyre as well as the one on the other side to new ones. the tyre on the other side (if still good) will be delegated to become a spare. after working so long and hard, my life and safety is worth much more than the mere cost of new tyres (and balancing if needed)

The tear is not that deep. For normal driving shouldn't be any issue, just refrain yourself to push the tire more than average driving style as the tear is at the sidewall.
