Even then, US only has jurisdiction within its own territory according to "International rule of law" that it likes to quote so much. If those boats intrude into US territorial waters, then they can bomb it as much as they like.

The takeaway from this? There is no such thing as international rule of law. Its all might makes right. US say one.
