I also share my research result, hopefully this will help people, now or in the future 20-30 years
1. Best solution is aluminium barrier
for rich peoples, you buy the one that you can put incrementally whenever water rises
for poor peoples, my suggestion is to buy an aluminium plate, and whenever water rises to a level, you immediately screw it to the wall
2. Tips:
remember to barricade toilet and bathroom. No point if you barricade your house perimeter as flood water can go to your sewage then out from toilet/bathroom,
3. paint outer wall with somekind of epoxy resin waterproof paint (i havent do enough research on this, but i am sure it exists). Do before flood, not after flood.
4. When should you start prepare?
Its easy to know when to start prepare. Its when outside your house start flooding few cm, thats when its time to start prepare.
