Govt must connect summons, road tax and subsidy

I have an idea to ensure better road safety. It seems simple on the face of it.
People who are issued summons from JPJ and PDRM have to settle them within x number of days. If not, they will be added to a blacklist, which will among others make them ineligible for fuel subsidies, as well as unable to renew roadtax or buy motor insurance.
Seems simple enough, why is this not being done?

Seems simple enough, why is this not being done? Govt is now investing heavily into big data, AI and connecting the information between different departments. Just a matter of time to implement something like this.

It has been long time already saying people with unpaid summon cannot renew license. Is that working. We are still in process of integrating system among govt bodies. It will take time but we are getting closer at faster rate. Even LHDN also no need to randomly select which company or individual and painstakingly study if the declaration was correct or not. Now AI can do it and we are now requiring e-invoice to be submitted and this can ensure whether those invoices are legitimate.
