MOT transfer, Must I use the same original lawyer?

During the S&P agreement, I signed with Lawyer A
During MOT transfer, can I change to another lawyer? Or must I signed with Lawyer A again? Lawyer A said if I change to another lawyer, i must pay penalty charge. Is there such a thing? |
