I have a Grundfos PM1 water pump, not 100% sure but below is the only photo I have of it for now.

I tried to match it with photos online to the best of my ability. Do let me know if it's actually a different model
Issue:
The water pump usually kicks in after about 1-2 seconds, but lately it takes upwards of 10 seconds to kick in. Not always - just sometimes but enough to be noticeable throughout the day.
Question:
1. Is this usually salvagable? Trying to learn more before I climb up to look as I'd have to borrow a ladder or rig something OSHA wouldn't approve of to get up
2. A blockage/controller issue?
3. For water pumps, what sort of maintenance work should one be mindful of to prolong it's lifespan and keep it working well? Lubrication of some sorts? Or cleaning filters for it?
